The Editorial Board of JJAP have decided to retract the paper cited above because duplicate submission has been confirmed on this paper. The work presented in the above paper is essentially the same as that described in the following paper:

"Homogeneous Precipitation of TiO2 Ultrafine Powders from Aqueous TiOCl2 Solution" [J. Am. Ceram. Soc. 82, 927 (1999)] authored by Sun-Jae Kim, Soon-Dong Park, Yong Hwan Jeong, and Sung Park.

Duplicate submission is a serious violation to the ethics of scientific community and should never be allowed. The Editorial Board expresses its sincere apologies to the readers of both journals for any inconvenience caused by the duplicate submission.
